Description: This session explores the shifting landscape of domestic violent extremism in the United States over the past two decades. With the proliferation of social media and deepening political divides, extremist violence has escalated, creating new avenues for insider threats and opportunities for foreign actors to exploit societal weaknesses. Participants will examine the rise of domestic ideological attacks, which have become the most lethal form of terrorism in America.  Session attendees will also learn about the critical importance of seamless and interoperable communications among public safety agencies to effectively prevent and respond to these threats.

A significant emphasis will be placed on the importance of utilizing FirstNet during crises. The session will also highlight the necessity of multi-jurisdictional interdisciplinary coordination and the role of reliable communications networks in managing large-scale manmade and natural disasters. In line with the FBI Director's recent remarks, which emphasize that violent extremism is the most existential threat facing the United States today. This session underscores the urgent need for public safety professionals to be prepared for the increasing threat of domestic extremism.

Ernest V. Malone


Chief of Fire, Indianapolis Fire Department 

Chief Malone joined the Indianapolis Fire Department in 1986.  He has been promoted through competitive promotion processes and has held every Merit Rank in the department up to and including Battalion Chief.  Chief Malone has served as a Firefighter, Lieutenant, Captain and Battalion Chief in the Operations/Suppression division of the department.  His administrative assignments include Assistant Director of Training, Fire Marshal, Division Chief of Executive Services and Assistant Chief of Fire.  

His Current responsibilities as the Chief of Fire include; overall command and responsibility for all functions of the department.  Additional duties include but are not limited to; the development of IFD policy relating to suppression operations, health and safety, training, special operations and emergency medical services.  Additionally, the Chief of Fire has direct supervision of the Assistant Chief and Deputy Chiefs assigned to oversee the major functional bureaus of the department such as; Administration, Operations, Logistics, Community Risk Reduction, or other divisions/sections that may be initiated at the direction of the Chief of Fire.  Chief Malone meets with other executive staff personnel to outline strategic planning initiatives which seek to identify the goals and objectives designed to position the department for a productive and sustainable future.  

Chief Malone holds an Associate’s Degree in Fire Science, a Bachelor’s Degree in Business Management, and a Master’s Degree in Management.  Additionally, Chief Malone has completed a twelve-month program offered by Indiana University’s Randall L. Tobias Center for Leadership Development and was awarded the designation as a Hoosier Fellow in 2011.  Chief Malone is a graduate of the National Fire Academy completing 17 different onsite training courses through the United States Fire Administration. 

 Additionally, he has achieved the highly regarded and prestigious certification as a Chief Fire Officer (CFO) through the Center for Public Safety Excellence becoming the first member of the Indianapolis Fire Department to achieve this designation. Chief Malone holds many certifications, including Fire Officer IV, Instructor II/III, NFPA Incident Safety Officer, Hazmat Technician, Basic Emergency Rescue Technician (BERT), Master Scuba Diver, Rope Rescue Technician IV, Fire Inspector I/II, Fire Investigator I, NIMS 100, 200, 300, 400, 700, & 800 and many more.  He serves as a certified Incident Commander on the Region Five All Hazards Incident Management Team.

Mr. Joseph Wassel is the Executive Director (CEO) of the First Responder Network Authority. He is responsible for overall management of all FirstNet Authority operations and the organization’s strategic direction, to include its unique public-private arrangement to deploy and enhance the Nationwide Public Safety Broadband Network.

Prior to joining the FirstNet Authority, Mr. Wassel served as the Executive for the Cyberspace Operations Directorate within the Defense Information Systems Agency. He is also the former Director of C4 Resilience & Mission Assurance in the Department of Defense (DoD) Chief Information Officer’s office. He was also the founder and chair of DoD’s Public Safety Communications Working Group, where he led the Services, Joint Staff, National Guard, NORTHCOM, and other DoD partner activities for the Department’s public safety communications efforts, including Next-Generation Public Safety Wireless capabilities, Next-Generation 9-1-1 implementation, and Enterprise Mass Warning and Notification capabilities for DoD. Prior to assuming his former positions, Mr. Wassel served as the Assistant to the Secretary of Defense for Communications and Deputy Chief Information Officer for the Office of the Secretary of Defense.

A retired Air Force Officer, he has commanded troops during several tours in the United States and overseas and deployed as a reservist in support of Operation Enduring Freedom as the Chief of Command and Control Operations for the International Security Assistance Force at the Combined Joint Operations Center in Kabul, Afghanistan. Mr. Wassel Joined the Senior Executive Service (SES) Corps in 2019. His military and civilian decorations include the Defense Superior Service Medal, and the Secretary of Defense Meritorious and Exceptional Civilian Service Medals. He was decorated for his actions during the attacks on the United States on September 11, 2001.

Igor Rudik is a seasoned professional with over 14 years of experience in the telecommunications sector. Currently he is the Director of Product Management for the Mission Critical & Ecosystem program at FirstNet, Built with AT&T. He drives the strategy and product roadmap for the Push to Talk portfolio along with overseeing the digital ecosystem that FirstNet customers interact with, ensuring that users have access to a robust and reliable communication network. His innovative approach and dedication to improving connectivity have been instrumental in enhancing the services provided to first responders and other mission-critical users.

 Prior to his current role, Igor spearheaded the development of the Subscriber Paid program at FirstNet, Built with AT&T, which significantly broadened high-quality network access to diverse users, such as volunteer firefighters. This initiative showcased his commitment to making advanced telecommunications solutions accessible to those who need them the most. Residing in Atlanta, GA with his wife, Igor enjoys spending his free time cooking and undertaking various home improvement projects, reflecting his passion for creativity and continuous improvement both professionally and personally.

Brian Hobson

Brian Hobson serves as the Senior Director of the Roadmap Development Division for the First Responder Network Authority (FirstNet Authority) leading future planning for the advancement of the FirstNet network. Brian previously held multiple roles at the FirstNet Authority, including Ecosystem and Roadmap Development within Enterprise Strategy, as well as the Product Lead, State Plans Director, and State Plans technical lead within the Office of Public Safety Advocacy. Brian started at the FirstNet Authority in 2014 but has worked on this initiative since before the legislation was created. Prior to the FirstNet Authority, Brian worked as a Navy civilian at Space and Naval Warfare working on a variety of different wireless communications programs in support of the United States Navy, Army, Marine Corps, Air Force, Department of Defense research laboratories, and Department of Homeland Security (DHS). In supporting DHS, Brian served as the Chief Engineer of the Interoperable Communications Technical Assistance Program working with public safety in all 56 states and territories to solve their communications challenges. Brian has more than 20 years of government service and graduated from Washington State University with a degree in electrical engineering.

Dr. Jennifer Harder is the Director of Roadmap Domains with the First Responder Network Authority (FirstNet Authority). She leads a team focused on identifying and evaluating innovative opportunities to help enhance public safety communications. In addition, she works with public safety agencies and industry to foster innovation in the public safety communications and technology marketplace. Before her work at the FirstNet Authority, Jennifer spent 12 years with Science Applications International Corporation (SAIC) and Space and Naval Warfare Systems Center (SPAWAR) Pacific supporting the Interoperable Communications Technical Assistance Program sponsored by the Department of Homeland Security’s then Office of Emergency Communication. They supported public safety interoperable communication operations, exercises, and events across the country. Jennifer served as the Administrative Sergeant for the San Diego County Sheriff’s Department Search and Rescue K9 Unit, training and deploying three of her own search and rescue dogs while leading the training and evaluation effort for numerous other volunteer teams. She has also served as a Communications Specialist for the Broomfield Police Department in Colorado.

Fire Chief, Iberia Parish Fire District #1

Chief Bonin started in the fire service in 1988 working for the City of New Iberia Fire Department. He worked for the city for 8 years. He then moved on to working as a sales representative for Ferrara Fire in 1996. During that time Chief Bonin continued working as the Volunteer Fire Chief for Lydia VFD and as a member for Pearl River VFD in Slidell. In 2006, he began working for St. Martin Parish Fire District as Fire Coordinator. He is currently the Fire Chief for Iberia Parish Fire District #1 since May 2008 where he was appointed by the Fire Board of Directors.

Since serving as the Fire Chief of Iberia Parish he has joined various fire and emergency service organizations and administrations to further his knowledge and to stay current with changes and practices within the fire and emergency service industry. He joined the Louisiana Fire Chief’s Association in 2011 and has worked his way up the Executive Board for LFCA since joining. He was sworn in on Saturday, March 19, 2022 as the 2022 – 2023 President as the 50th President for Louisiana Fire Chief’s Association.  

Chief Bonin also joined the National Volunteer Fire Council in 2013. He serves as the State Representative for the National Volunteer Fire Council. He has attended numerous annual meetings at the capital in Arlington, VA and has advocated for changes in several house and senate bills specific to the fire industry.

Finally, Chief Bonin has served as a board member of the Iberia Parish Communications District Commission since February 2010. On February 28, 2013 an election of officers was held and Chief Bonin was nominated and voted as Chairman and has served as Chairman since 2023 and now sits as a board member.

Chief Jeff Johnson has an extensive public safety background, with broad experience at the local, national and international level. Chief Johnson rose through the ranks to become the Tualatin Valley Fire & Rescue Fire Chief for 15 years retiring in 2010 after a 32 year career.  Chief Johnson has authored 2 books…Making the Pieces Fit – A book on merger and consolidation and Recruiting, Training and Maintaining Volunteer Firefighters, both with Jones and Bartlett publishing.  Chief Johnson served as the Vice Chairman of FirstNet who is deploying the world’s first nationwide wireless broadband network dedicated to public safety and national security users. Chief Johnson has served as President of the International Association of Fire Chiefs (IAFC), President of the Western and Oregon chiefs and is currently the CEO of the Western Fire Chiefs Association which serves fire chiefs in the 11 western states from Guam/Saipan to Utah. Chief Johnson also has an extensive private sector background serving as an advisor or board member to numerous technology companies.   Chief Johnson is also the principal at Sisters Meat and Smokehouse which launched in August of 2016.  Chief Johnson is a graduate of Concordia University and the National Fire Academy Executive Fire Officer program.

Jim Bugel is President of the FirstNet Program for AT&T. Based in Washington, D.C., Mr. Bugel oversees AT&T’s strategy and policy for all state, local and federal public safety initiatives, including FirstNet implementation and the FirstNet Response Operations Group.

With over 30 years of experience in the wireless and wired telecommunications industry, Mr. Bugel has a significant background in public safety, national security, cybersecurity and emergency preparedness. He joined AT&T from Cingular Wireless and has also held leadership roles at BellSouth and GTE.

Mr. Bugel led AT&T’s efforts to reshape the public safety communications industry. Following the 9/11 Commission’s recommendation to create a dedicated, nationwide network for America’s first responders, Mr. Bugel worked with Congress and the nation’s public safety leadership to pass the Middle-Class Tax Relief and Job Creation Act of 2012 – the legislation that established the First Responder Network Authority (FirstNet Authority). The FirstNet Authority is an independent authority responsible for building, operating, and evolving the Nationwide Public Safety Broadband Network (FirstNet). Mr. Bugel led AT&T’s complex and successful competitive bid to build the FirstNet network – a 25-year federal contract AT&T was honored to receive in March of 2017. Following the creation of the public-private partnership, he led and managed a nationwide campaign to get the Governors for all 50 states, five territories, and the District of Columbia to “opt in” to FirstNet. These efforts led to the unanimous decision by all 56 jurisdictions to “opt in.”

Today, Mr. Bugel is responsible for all public safety broadband communications strategy and policy for the FirstNet program at AT&T. He also oversees the Response Operations Group (ROG) that manages the nationwide fleet of FirstNet network deployable assets, which provides first responder agencies with FirstNet connectivity – whenever and wherever they need it. The FirstNet ROG deploys portable cell sites and other network assets to support public safety’s response to wildfires, hurricanes, the COVID-19 pandemic, search and rescues, and other emergency and planned events. Prior to his current role, Mr. Bugel was AT&T’s principal public safety and national security representative to the White House, Department of Defense, the Federal Communications Commission, and the Department of Homeland Security/Federal Emergency Management Agency.

In addition to his primary responsibilities at AT&T, Mr. Bugel served on the International Disaster Response Sub-Committee to the U.S. Department of State’s Advisory Committee on International Communications and Information Policy (ACICIP). He also has been actively involved in the President’s National Security Telecommunications Advisory Committee (NSTAC). Mr. Bugel served as Chair of the FCC’s Joint Advisory Committee on Communications Capabilities of Emergency, Medical and Public Health Care Facilities, a past co-chair of the NSTAC Emergency Communications and Interoperability Task Force, is a former Vice Chair of Homeland Security’s Communications Sector Coordinating Council (CSCC) and is a Radio Club of America Fellow.

Mr. Bugel received his bachelor’s degree in Business Science from Miami University in Oxford, Ohio. He resides in McLean, VA.

Description: Adopting and purchasing new technology for First Responders and emergency communications can be a daunting task for any community, especially for smaller ones with limited financial and human resources. Many communities do not have the staff to research and implement new technology, nor the budgets to support major capital investments. FirstNet Mission Critical PTT offers a robust solution for First Responders with a minimal up-front investment, yet many public safety officials are unaware of what FirstNet PTT really is, and how easily they can acquire it. We will look at how the town of Amherst Massachusetts was faced with not only needing to upgrade their Fire/EMS and Police communications infrastructure, but was also tasked with creating a third public safety agency from scratch for alternative policing. With existing LMR channels already being overloaded, and a minimal budget available for the new agency, the town turned to FirstNet PTT as the solution. Not only did FirstNet PTT become the communication method for the new agency, but utilizing FirstNet mission critical PTT, and LMR gateways, the Fire/EMS and Police departments were able to fill LMR coverage gaps, and enhance town wide communications and inter-operability amongst all departments for emergencies and pre-planned events. John Paul Jones

Executive Director, Public Safety Broadband Technology Association

Chief John Paul Jones served in the fire service for 34 years including over 12 years as Fire Chief. As Fire Chief of the Kansas City Kansas Fire Department, Chief Jones was responsible for all department operational and administrative divisions (Administration, Fire Operations, EMS, Training, Special Operations, Logistics, Community Risk Reduction, Dispatch Communications, Fire Investigation, Fiscal Analysis, Apparatus Maintenance/Supply) and their performance involving, fire suppression response, fire-based EMS service delivery and all aspects of risk management.

Chief Jones’ initiatives played a vital role in ushering in a new era/use of technology, including mobile-data communications and administrative records management systems development. Chief Jones served as Co-Chair of the Policy Committee for the Kansas City Regional Homeland Security Coordinating Committee for the Kansas City region (Mid-America Regional Council, 9 counties, 119 municipalities) for many years. The RHSCC policy committee was tasked with administrative coordination and distribution of Homeland Security funds disbursement and collaborative/interoperable training efforts, Urban Area Security Initiative (UASI) sustainment programs, Special Operations, Search & Rescue Task Forces, and other policy initiatives such as his co-authoring of the Regional Active Shooter Protocol for the Kansas City Region. Chief Jones continued to provide professional administrative services (post retirement) in regard to fire service and EMS expertise for several departments and fire service organizations for Fire and EMS deployment model development and communication’s plans after retiring from the KCKFD in 2018. He is a member of numerous state and national associations and professional organizations. Throughout his career experiences, Chief Jones has served in multiple roles through executive leadership in both administrative and operational management and as a professional consultant, has played a key role as a liaison and advocate for public safety communication’s interests, initiatives and innovations.

Chief Jones served as President of the Missouri Valley Division of the IAFC, covering 8 states and served on the historic working group committee regarding future governance of the IAFC in an effort to increase collaboration and communication between all Divisions and Sections. In addition, he served in multiple capacities for the Kansas State Fire Chiefs including legislative activities and has been instrumental in authoring legislation on their behalf. Chief Jones was appointed by the Governor to serve on the Kansas Fire Service Training Commission where he served in that role for over 5 years.

Chief Jones’ educational background includes a Master of Science in Fire Administration and Emergency Management from Oklahoma State University and a Bachelor of Science from Kansas State University (along with numerous other Fire Service, EMS and Emergency Management certifications, courses and curriculum and has served as a fire service educator throughout his career).

Al H Gillespie

President, Public Safety Broadband Technology Association

Chief  Al H Gillespie served the fire service for almost 40 years, including 15 years as the Fire Chief of three large city fire departments. He also served as the Interim Executive Chief of East County Fire and Rescue. Chief Gillespie served as the President of the International Association of Chiefs (IAFC) 2011-12 and, as all past IAFC Presidents, serves on the President’s Council. During his tenure as President, he was instrumental in helping the fire service and all public safety, through Congress, acquire the D-Block bandwidth. Chief Gillespie serves as the Principal of Executive Fire Consultants working with a major multi-national communications company and on firefighter health and safety issues.

Al was a key participant with the Public Safety Alliance representing the fire service on a number of key issue in Washington D.C. during his term as President and Board Member of the International Association of Fire Chiefs.

Al has a bachelor’s degree in fire services administration from Eastern Oregon University and has a Fellowship for Harvard University. He is a Graduate of the National Fire Academy’s Executive Fire Officers Program and has been an instructor in the program.

Michael Barnbeck is a retired Police Supervisor for the Las Vegas Metropolitan Police Department who began his career in 1992. As an established Public Safety Professional, his career has spanned a wide-range of experiences and accomplishments. Ranging from “Beat Officer” to Bureau Commander, Michael has served in key positions in numerous organizations including as First Vice President of Nevada APCO, Chairman of the National APCO Cyber Security Committee, as a public safety communications/technology consultant for many local and regional agencies including FirstNet, FBI, FCC and other state entities, and as a keynote speaker for many high-powered public safety engagements.

Michael was appointed by the Governor of Nevada as Co-Chair of Nevada’s Public Safety Communications Committee. He has negotiated, managed and implemented over $200 million worth of contracts including software/manufacturing, third party resellers, managed services contracts, and a variety of international transactions, along with state and local government purchase agreements and acquisition.

Mike Barnbeck is a transformational leader with a proven history such as delivering approximately $140 million dollars of fiscal efficiency and value-added benefits through end-to-end operational improvements. Michael is an accomplished and energetic professional who brings core business functions to a shared public safety vision in maximizing brand imaging. He has established himself as the consummate professional with over 25 years of public safety experience.

Michael Barnbeck is a motivated people manager who brings to the PSBTA a strong repertoire of analytical, organizational and problem-solving skills all through a commitment to excellence.

Michael’s most important part of life outside of public safety is his family and volunteering for Church World Services and Senior Solutions of Guilford County, within his home community of Greensboro, North Carolina.

Chris Moore

Brooks Bawden Moore, LLC.

Chief Chris Moore is a principal at Brooks Bawden Moore, LLC. He is a veteran law enforcement executive with over 34 years of public safety experience. His expertise spans many facets of public safety including field operations management, emergency communications/911 operations, internal affairs investigations, and media relations/crisis communications. Over the course of his public safety career, he has served as a police officer, firefighter, and Emergency Medical Technician (EMT).

 In 2013, after rising thorough every rank of the San Jose Police Department, Moore retired as Chief of Police of the 10th largest city in the United States (over 1,000,000 population).

 In 1999, Chief Moore was selected as a White House Fellow and served as Counsel to U.S. Attorney General Janet Reno. In 2004, he was honored as a Fulbright Fellow and studied police accountability/discipline at New Scotland Yard and the London School of Economics.

As a representative of the Major Cities Chiefs Association (MCCA), Chief Moore served as Chair of the Public Safety Alliance (PSA), a group of nine national public safety organizations, created to advocate for legislation to reallocate the 700 MHz D Block spectrum to public safety and for the creation of a nationwide public safety broadband network (NPSBN). This successful nationwide grass roots effort entailed significant consensus building and relationship management at all levels of government.  He also served as the MCCA representative to the FBI CJIS Advisory Policy Board (APB) where he served as Chairman of the Information Sharing Subcommittee. Moore is a member of the International Association of Chiefs of Police (IACP) and the California Police Chiefs Association (CPCA).

Chief Moore received his undergraduate degree at the University of California, Berkeley, and a Master of Public Administration degree from San Jose State University. Moore also received an A.S. degree in Fire Science from Indian Valley College.

Moore holds a Juris Doctor degree from Lincoln Law School of San Jose where he was voted by his fellow graduates as Outstanding Graduate. He is an active member of the State Bar of California.

Chief Moore is a graduate of the FBI National Executive Institute at Quantico, Virginia. He is also a graduate of the California POST Law Enforcement Command College where he was honored by his peers to receive the Hank Koehn Award as the outstanding graduate and to serve as their graduation speaker.

 Moore is the recipient of numerous awards and citations for specific law enforcement casework including the SJPD Hazardous Duty Award for the confrontation and arrest of an armed homicide suspect at the scene of an active shooter event at a crowded bar.

Thomas Chenworth

Deputy Chief,  Washington, D.C. Fire & EMS Department

 Thomas Chenworth has worked for the Washington DC Fire and Emergency Medical Services Department since 2003 and has served in the role of Technician, Lieutenant, and Captain of the Hazardous Materials Unit during his career. As a chief officer he spent 4 years as one of the Special Operations Battalion Chiefs and responded to all technical rescue, hazmat; and maritime incidents while on shift.

Currently Chief Chenworth is the Deputy Chief of the Department’s Informational Technology Division and is also involved in the Securing the Cities Initiative and the Hazardous Materials Sub-Committee for the National Capitol Region. Chief Chenworth routinely involved in the planning of National Special Security Events and other large-scale events and ensures multi-agency interoperability during these events. This provides him with the unique opportunity to interact with other local and federal agencies to ensure coordination and communication occurs prior to, during, and after the event.

During the COVID-19 Pandemic Chief Chenworth led the Department’s Incident Support Team. This group worked tirelessly to ensure the proper safeguards were in place to protect the workforce, maintain continuity of operations, and to support other city agencies and initiatives related to the pandemic

Description: When public safety unites, change can happen. FirstNet was born out of an identified need for a dedicated interoperable nationwide public safety network. Since the start of the FirstNet build, there are now nearly 7 million connections and 30,000 public safety agencies and organizations subscribed to the network. Public safety now looks to the future. The ability to increase utilization of the 4.9 GHz band under nationwide coordination and use the spectrum as a force multiplier for 5G technology is what public safety needs to operate with current and future technology. It is imperative to ensure public safety has the infrastructure and network to meet current mission-critical communications needs, as well as those which will arise with emerging technologies. FirstNet has paved the way with a promise, a plan, and public safety oversight. Melissa Friend is the Statewide Interoperability Coordinator (SWIC) for the Nevada Division of Emergency Management and Homeland Security (DEM). In this role, she oversees the planning and implementation of the statewide interoperability program, aligning with the National Emergency Communications Plan (NECP) and the Statewide Communications Interoperability Plan (SCIP). Her responsibilities include collaborating with federal, state, local, tribal, and territorial governments, as well as emergency response groups, to enhance emergency communications. 

Melissa began her career with the Nevada Division of Forestry in 2004, advancing to the position of Conservation Staff Specialist and administrative officer. She managed the preparation of financial and statistical reports related to budgets, grants, activities, programs, and operations. 

Her experience includes 20 years as a member of several Type 2 and 3 Incident Management Teams, where she participated in all aspects of the Planning Section. Currently, she serves as the Nevada Operations Center Manager during activations and exercises and has been one of DEM's 24-hour Duty Officers.

Melissa holds a Bachelor degree in Natural Resource Management with an emphasis in Forest Management from the University of Nevada, Reno and a Masters degree in Fire Service Leadership from Grand Canyon University. She is the mother of two daughters and enjoys hiking in her free time.

Fire Chief Don Lombardi has been with the West Metro Fire Protection District since 1991 and has been the chief since 2011. West Metro is internationally accredited and ISO Class 1. It is one of the largest fire districts and EMS providers in the state of Colorado, serving a population of nearly 300,000 citizens and covering 108 square miles. Chief Lombardi is responsible for all facets of life safety, suppression, hazards, and the district's emergency medical response activities.

Chief Lombardi is the sponsoring agency chief for CO-TF1, FEMA Urban Search and Rescue. He co-authored the Colorado Firefighters Heart and Cancer Benefit legislation and is the immediate past chairperson of the Colorado Firefighters Heart and Cancer Benefit Trust. He is a past president of the NFPA/IAFC Metropolitan Fire Chiefs Association, is a past president of the Colorado State Fire Chiefs' executive board, is on the Colorado Fallen Firefighters Foundation board of directors, and is a past president of the Metro Denver Fire Chiefs' Association.  In 2022, Chief Lombardi was awarded the Division of Fire Prevention and Control’s Colorado Fire Chief of the Year. In 2023, he received the prestigious Metropolitan Fire Chiefs Association Russell Sanders Lifetime Achievement Award.

Assistant Chief, Clark County Fire Department

Assistant Chief Brian O'Neal relocated to Las Vegas from the Seattle area and was hired by the Clark County Fire Department in January 2003. He has spent most of his career serving in stations along the Las Vegas Strip, promoting to Engineer (2008), and Captain (2012) prior to Assistant Chief in 2022. He has also been a Paramedic since 2006. Prior to his promotion, he served as the liaison to the Southern Nevada Counter-Terrorism Center and LVMPDs MACTAC section, training public safety personnel in both urban and rural settings in critical incident tactics and response.  He currently manages emergency service to the rural areas of Clark County, manages Clark County's Type 3 All Hazard Incident Management Team, and serves on the board of the Southern Nevada Area Communications Council.

Chief O'Neal has had numerous state and local Incident Management Team and USAR deployments including as a Plans Team Manager with NVTF1 to the Hurricane Ida response on Grand Isle, LA.  As Incident Commander he deployed resources for Covid 19 vaccinations in Southern Nevada through the Southern Nevada Health District. He was the Incident Commander for the FEMA Northern Nevada mobile vaccination unit, spending 6 weeks traveling through the rural communities of Nevada delivering vaccinations.  He also served as Incident Commander for the Mt. Charleston flooding response in 2023.  He chaired the Cellular Communication subcommittee as part of the planning for Formula 1 and Super Bowl 58 in Las Vegas.  Brian holds a Bachelor of Science in History from Eastern Oregon University and completed the MPA/MCJ dual degree from the University of Colorado-Denver, with an emphasis in Homeland Security and Emergency Management.

Michael serves as the Field Supervisor for Law Enforcement Coordination with the Rocky Mountain Information Network (RMIN).  Prior to coming to RMIN, Michael worked for the Federal Bureau of Investigation (FBI), where he worked closely with state, local, and tribal police departments.  He led a team for the Office of the Director of National Intelligence (ODNI) specifically geared towards information sharing between partners.  Michael retired from the Mesa, Arizona, Police Department, where he commanded the Major Incident Response Team for the department. He holds a bachelor’s degree from Ottawa University, a master’s certificate from the Naval Postgraduate School, and is a graduate of the FBI National Academy 253rd session.

Description: Mobile devices and solutions provide incredible utility to field personnel, empowering them with real-time access to mission-critical and mission-essential information. First responders sometimes live or die based on the quality and timeliness of information; smartphones, tablets and wearables ensure that all field personnel can be more situationally aware, regardless of their assignment or proximity to a patrol vehicle. Mobile devices can provide geo-location at a person level, which can prove critical where first responders may be unable to communicate, and they can serve as a backup communication device to conventional radio systems. This session will share how agencies are leveraging mobile devices today and will also dive into how unique form factors and features, including Galaxy AI, are introducing new capabilities that can help modernize public safety operations.

Melissa Friend is the Statewide Interoperability Coordinator (SWIC) for the Nevada Division of Emergency Management and Homeland Security (DEM). In this role, she oversees the planning and implementation of the statewide interoperability program, aligning with the National Emergency Communications Plan (NECP) and the Statewide Communications Interoperability Plan (SCIP). Her responsibilities include collaborating with federal, state, local, tribal, and territorial governments, as well as emergency response groups, to enhance emergency communications. 

Melissa began her career with the Nevada Division of Forestry in 2004, advancing to the position of Conservation Staff Specialist and administrative officer. She managed the preparation of financial and statistical reports related to budgets, grants, activities, programs, and operations. 

Her experience includes 20 years as a member of several Type 2 and 3 Incident Management Teams, where she participated in all aspects of the Planning Section. Currently, she serves as the Nevada Operations Center Manager during activations and exercises and has been one of DEM's 24-hour Duty Officers.

Melissa holds a Bachelor degree in Natural Resource Management with an emphasis in Forest Management from the University of Nevada, Reno and a Masters degree in Fire Service Leadership from Grand Canyon University. She is the mother of two daughters and enjoys hiking in her free time.

Ryan Burchnell is Director, FirstNet Program for AT&T. Based in Dallas with offices in Washington, DC, Mr. Burchnell oversees AT&T’s public safety strategy and strategic policy and development activities for all state, local, and federal public safety initiatives, He also leads the organization’s Market Assurance and Responder Wellness programs.. Ryan is the organization’s principal representative to public safety, industry trade associations and strategic business partners.

With nearly 35 years of public service experience, Mr. Burchnell has a substantial background in organizational leadership, public policy, public safety technology, first responder operations, and emergency preparedness and response. He joined AT&T from the public safety profession where he previously served as Executive Director of the Alabama Law Enforcement Agency (State Police) after retiring as Chief with the Florida Highway Patrol. Ryan led the State of Alabama’s FirstNet efforts as the state’s FirstNet Single Point of Contact and led FloridaNet, Florida’s FirstNet initiative. His broad public safety experience includes over 30 years of collaboration with public safety officials across all first responder disciplines and from all levels of government.

Mr. Burchnell serves as the organization’s chief strategist and is responsible for developing the strategies, programs and relationships necessary to deliver broad public safety technical innovation and meet the rapidly evolving communications needs of first responders. Ryan is a graduate of the 255th Session of the FBI National Academy, holds a master’s degree in Homeland Security and Defense from the U.S. Naval Postgraduate School, a bachelor’s degree in Criminology from Florida State University, and a certificate in Criminal Justice Education from the University of Virginia. Ryan is Director at Large and Audit Committee Chair for the IJIS Institute’s Board of Directors, is a Board Member for the FBI National Academy Associates Charitable Foundation, and serves as a member of the International Association of Chiefs of Police - Committee on Homeland Security. Ryan remains an active Reserve Deputy Sheriff and serves as Past President of the AT&T First Responder Employee Network.

Doug Harder is a Senior Public Safety Advisor for the First Responder Network Authority (FirstNet Authority). He currently leads efforts in pre-planned event/incident planning and broadband exercise support. Doug also works closely with the AT&T Response Operations Group to support events and incidents with deployable assets. When Doug joined the FirstNet Authority in June 2014, he worked on the State Plans team developing the State Plan template for the request for proposal. Prior to joining the FirstNet Authority, Doug spent 10 years as a task lead and subject matter expert on the Department of Homeland Security Cybersecurity and Infrastructure Security Interoperable Communications Technical Assistance Program. He brings significant experience engaging with the states and territories to determine their requirements and develop plans to accomplish those needs.

Ryan Fields-Spack is solely focused on the wellness needs of public safety. FirstNet connects millions of responders and is perfectly situated to connect the best practices in health, fitness, mindfulness and performance with all responders across the nation. Through a first of-it’s-kind Health and Wellness Coalition, partnerships with O2X and Boulder Crest, Ryan strives to help public safety struggle well so they can continue to serve the civilians of this great country with poise and confidence.

Prior to his role supporting wellness of public safety, Ryan served as the Deputy Commander for the Response Operations Group: guiding a team of former first responders as they triaged and deployed solutions to over 1,800 public safety requests in 2023.

Ryan Joined AT&T after 10 years with the city of Aurora, Colorado Fire Department. Prior to joining AT&T, Ryan served as a Captain. He also worked with the departments as a fire Lieutenant and the Coordinator for the City of Aurora Office of Emergency Management (OEM). Ryan started as a line level Firefighter/Paramedic.

Ryan is a graduate of the Naval Postgraduate School’s Center for Homeland Defense and Security with a Master’s Degree in Securities Studies-Homeland Security and Defense. His thesis focused on how the human dynamic can be managed within a unified command on complex incidents such as an active shooter.

Alexandra, Ryan's wife, is a co-director of Premier School of Dance, a dance studio in the Denver Metro area. Both Ryan and Alex are avid cyclists and regularly ride hill climb races in the Colorado mountains. Ryan is particularly gushy about his two boys and girl and will be happy to show you the latest cute pictures of them.

Scott has over 25 years of experience in the telecommunications industry. Throughout his career, he has had an extensive background managing mobility and wireline corporate initiatives, supporting the public sector, and transforming AT&T operations with a “public safety first” mindset. Scott is currently the President of FirstNet and Public Sector Mobility. Scott has spent the last 11 years with the AT&T FirstNet program where he led various FirstNet-AT&T organizations resulting in the build, operations, and maintenance of the largest public safety broadband network in the world. Throughout his work with FirstNet, he pioneered numerous innovations that have expanded the realm of possibilities for public safety communications. Under his leadership, the integration of Mission Critical Push-to-Talk (MCPTT) with Land Mobile Radio (LMR) systems has revolutionized interoperability, ensuring seamless communication in critical situations. Additionally, Scott spearheaded the development of Coverage Expansion solutions such as the High- Power User Equipment (HPUE) MegaFi, and Portable Coverage solutions including the Compact Rapid Deployable (CRD) and mini CRD. These advancements have significantly enhanced connectivity and coverage for first responders, empowering them to perform their duties more effectively and safely. Scott currently lives in Maryland with his wife and two kids. In his free time, he participates in running marathons, he has completed 10.

Joe Wood

Vice President, Strategy and Operations – Boulder Crest Foundation

Joe is the Vice President of Strategy & Operations, having served previously as the Executive Director of Boulder Crest Foundation’s 130-acre ranch in Sonoita, Arizona for over 5 years. He leads a staff of amazing people in the upkeep, improvement, management of the place and the programs that happen there. Every year, hundreds of our nation’s heroes visit the ranch for rest, reconnection, and training experiences in the science of Posttraumatic Growth (PTG).

Joe came to Boulder Crest Foundation after 9 years in the U.S. Army’s Intelligence Corps and 10 years of serving the military in advisory, consulting, and leadership positions with multiple Government Contracting companies. He is a certified Master Instructor and Training Developer for the Army and – through his work at Boulder Crest – continues to serve Active Duty Soldiers from Fort Huachuca, Active and Reserve Airmen from Davis-Monthan Air Force Base and Luke Air Force Base, and service members from around the world in a variety of programs.

Joe was born and raised in North-Central Florida. Leaving home two weeks after graduating high school, he traveled around the world in service of his country and its mission as a Geospatial Imagery Analyst and leader – serving a hardship tour in Korea in 2000, deploying to Iraq in 2004, and serving on an aircraft carrier in the Pacific in 2005 (amongst other assignments).

Joe continues to support many of Boulder Crest’s efforts to create and expand programs nationally. Joe facilitates regular Struggle Well programs throughout Arizona, is regularly invited to be a speaker and/or panelist at military, veteran, and first responder events, and serves in multiple leadership and volunteer capacities for local nonprofits. Joe is currently the Honorary Commander for the U.S. Air Force’s 612th Theater Operations Group and serves on the Advisory Council for the Cochise Serving Veterans organization.

His recent honors and awards include the Arizona Veterans Hall of Fame, the FBI Community Service Award, HillVets 100, Sierra Vista 20 Under 40, and the LTC Knowlton Award. Joe is also a Warrior PATHH Alumni since 2018 and a Master Guide for both Warrior PATHH and Struggle Well programs.

Josh Goldberg

CEO – Boulder Crest Foundation

Josh is the Chief Executive Officer of the Boulder Crest Foundation since, a national 501(c)(3) nonprofit organization dedicated to ensuring first responders, combat veterans, and their family members live great lives in the midst of struggle, stress, and trauma.

Prior to his appointment as CEO in January 2023, Josh co-founded and led the Boulder Crest Institute for Posttraumatic Growth (PTG) from 2018-2022, and led the development of the first-ever programs based on the science of PTG, Warrior PATHH and Struggle Well. Since Boulder Crest’s founding in 2013, the organization has trained more than 125,000 combat veterans, first responders, and their family members to transform struggle into strength and growth.

In 2018, Josh, along with Boulder Crest's Founder and Chairman, Ken Falke, published Struggle Well: Thriving in the Aftermath of Trauma. In 2020, Josh and Ken co-authored Transformed by Trauma: Stories of Posttraumatic Growth alongside Dr. Richard Tedeschi and Dr. Bret Moore.

In 2017, Josh was named as one of 60 Presidential Leadership Scholars, a program from the presidential centers of George W. Bush, William J. Clinton, George H.W. Bush, and Lyndon B. Johnson.

With over 20 years of experience in the telecom sector, Cody has a remarkable track record of steering high-performing teams towards the successful execution of complex roadmaps and commercial strategies.

Currently, Cody is instrumental in advancing FirstNet's 5G strategy, having led the team through the launch of the Non-Standalone (NSA) 5G Core. He has also played a pivotal role in the transition to a Standalone (SA) Core, ensuring future-proof network infrastructure and enhancing the capabilities and reliability of communication services for first responders.

Jeff Bratcher

Assistant Executive Director and Chief Network and Technology Officer, First Responder Network Authority

Mr. Bratcher is the Assistant Executive Director and Chief Network and Technology Officer at the FirstNet Authority and also serves as the Chief Network and Technology Officer. His career spans over 30 years in advanced wireless communications within the federal government and private sector. In his current role, he is responsible for the Operations Mission Units leading the Innovation, Network Management, and Procurement activities of the public-private arrangement executing the operation, deployment, and evolution of the Nationwide Public Safety Broadband Network (FirstNet Network). Mr. Bratcher was selected for the Senior Executive Service in December of 2015, and his office is located at the FirstNet Authority’s technical headquarters in Boulder, Colorado.

Prior to joining the FirstNet Authority in 2013, Mr. Bratcher served 10 years at the National Telecommunications and Information Administration (NTIA) Institute for Telecommunication Sciences (ITS) as a Division Chief where he jointly led the creation of the Public Safety Communications Research (PSCR) program with the National Institute of Standards and Technology (NIST). He directed the technical programs at PSCR focused on advancing public safety communications for Land Mobile Radio (LMR) and broadband technologies.

Prior to Federal service, Mr. Bratcher spent more than ten years in the private sector wireless industry where he deployed several of the first 2nd and 3rd Generation wireless cellular systems across the United States as well as numerous international markets. Mr. Bratcher received his BS in Electrical Engineering from Texas Tech University and his MS in Telecommunications from Southern Methodist University. During his tenure at the Department of Commerce he has been recognized with multiple Gold, Silver, and Bronze awards for advancing public safety wireless communications. In 2020, he received the APCO Leadership in Advocacy award and in 2023 he was elevated to Fellow of the Radio of Club of America.

Jonathan Lewin serves as a Domain Lead at the First Responder Network Authority. He previously served as Executive Officer of Operations and Acting Deputy Director at INTERPOL Washington (a component of the U.S. Department of Justice). He retired as Chief of Technical Services at the Chicago Police Department where he served as a sworn member for 28 years. During his tenure, Lewin introduced Chicago’s Strategic Decision Support Centers (SDSC), which connect first responders with advanced technology via smartphones for real-time situational awareness. These centers are now in all 22 police districts. In 2019, he was named to Government Technology’s Top 25 Doers, Dreamers & Drivers and awarded the National Organization of Black Law Enforcement Executives (NOBLE) Technology Champion of the Year. He currently serves on the International Association of Chiefs of Police (IACP) Criminal Justice Information System (CJIS) Committee and holds an MA in Security Studies from the Naval Postgraduate School, an MA in Public Policy and Administration from Northwestern University, and a BS in Administration of Justice from Southern Illinois University at Carbondale.

Thirty-year member of the fire service. In 1996, Chris Kindelspire was given the lead to address communications issues for fire, EMS, and law enforcement. In 2004 Chris’s career migrated to a full-time position with the Grundy County ETSB as Director Electronic Ops. With the ETSB, his responsibilities included the operation, maintenance and troubleshooting of LMR systems, 911, microwave, power systems, tower sites and the consolidated dispatch facility. He is a State of Illinois Type II COML and COMT, Chairman of both Region 54 700 and 800Mhz Regional Planning Committees, one of two Local APCO Frequency Advisors for Illinois, participate on multiple NPSTC working groups ranging from public safety video, Public Safety Grade, Mission Critical Push to Talk over LTE, LTE Deployables, LTE Local Control, current chairman of the LMR-LTE Migration Committee and member of the DHS P25 CAP AP. Member of the Illinois’ State Interoperability Executive Committee serving as chair of the Governance Sub-Committee, Chris has had the pleasure of being an invitational speaker nationally as wells as internationally on a variety of topics.

Randy Kerr joined the First Responder Network Authority (FirstNet Authority) in October 2018 and is the Situational Awareness Domain Lead. His areas of responsibility include working with the various components of the FirstNet Central Portal (Uplift Request Tool, Network Status Map, FirstNet Assist app), and support for internal functional communities in the disciplines of Emergency Management and 9-1-1/Emergency Communications Centers. His public safety experience includes serving and retiring as a Law Enforcement Captain/Technical Services Division Commander responsible for a multi-discipline 9-1-1 public safety communications center in north Florida, as well as a variety of other operational and technical functions within the sheriff’s office. Prior to joining the FirstNet Authority, Randy also served as a communications subject matter expert supporting the Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency's (CISA) Interoperable Communications Technical Assistance Program (ICTAP).

 Patrick Ridenhour currently serves as the Chief of Police in the City of Danbury, Connecticut. He previously served as the Chief of Police in the Town of Stratford, Connecticut from 2011 – 2016 and as the Deputy Chief from 2009-2011. Chief Ridenhour began his law enforcement career as a patrol officer in 1988 in the City of Waterbury, Connecticut. He rose through the supervisory and command ranks, retiring in 2008 as the Chief of the Uniform Bureau, where he served as the commanding officer of the Patrol, Communications, and Community Services Divisions. 

Chief Ridenhour holds a Certificate in Criminal Justice Education from the University of Virginia, a Bachelor’s Degree from Charter Oak State College in New Britain, CT and a Master’s Degree in Organizational Management and Leadership from Springfield College in Springfield, MA. He is a graduate of the FBI National Academy and the FBI Law Enforcement Executive Development Seminar (LEEDS), both in Quantico, VA. He is a past president of the Connecticut Police Chiefs Association and an Executive Board Member of the Connecticut Chapter of the National Organization of Black Law Enforcement Executives (NOBLE).

Lindsay Stromgren

Interim Fire Chief for the Amherst Massachusetts Fire Department 

 Lindsay is currently the Interim Fire Chief for the Amherst Massachusetts Fire Department where he has proudly served for forty-two years. He is a graduate of the National Fire Academy’s Executive Fire Officer Program, a Massachusetts Credentialed Fire Chief, and holds a bachelor’s degree in fire science administration. 

Lindsay is also a technician with the Special Operations unit out of the State Fire Marshalls office who responds to incidents around the state to support local fire departments with an Incident Command Vehicle for communications, a firefighter scene rehabilitation vehicle, and as a drone pilot for surveying fire and other emergency scenes/rescues. Lindsay has been an Adjunct Faculty member at Greenfield Community College for the past two decades where he teaches courses in the Fire Science Program, primarily Fire Hydraulics and Fire Protection Systems. He is a member of the Western Massachusetts Homeland Security Interoperability Council who evaluate regional radio and other systems for compatibility, utility, and recommend funding for regional projects. Lindsay also holds a General Class Amateur Radio license.

Mission Ready – Local Control on FirstNet

Kim Zagaris or Chief Z as some call him is currently the Wildfire Policy and Technology Advisor for the Western Fire Chiefs Association.  His position is new, create in response to the destructive wildfires that have unfolded across the west. 

Chief Zagaris retired as State Fire and Rescue Chief for the State of California, Governor’s Office of Emergency Services (Cal OES) a position he held for 18 years. Chief Zagaris hasextensive backgroundin fire service, emergency management, and homeland security which includes working with local, state, federal and international agencies over his 42 years fire service career. During his time he served under six Governor’s and has been actively involved in every major and catastrophic emergency in California as well several in the nation. 

Chief Zagaris also served as the Executive Coordinator for Cal OES Fire and Rescue Services Advisory Committee/ FIRESCOPE Board of Directors provides a State level forum for addressing Statewide Mutual Aid, Incident Command System, Multi-Agency Coordination, Resource Typing, Training, Certification, Safety, Standardization and Fire Protection issues of statewide concern. Chief Zagaris was responsible for managing the FIRESCOPE Program, California Incident Command Certification System, the California Fire Assistance Agreement, and the State Assistance for Fire Equipment Program, as well as, serving on numerous state and national committees, associations and programs. 

During his time with Cal OES he was able to expand the fire apparatus fleet from 106 Fire Apparatus to 300 Fire Apparatus. Chief Zagaris was responsible for several major program elements including the day-to-day management of the California Fire and Rescue Mutual Aid System, which includes over 1,100 fire agencies, and some 55,000 professional and volunteer firefighters that operate approximately 6,000 fire engines Statewide.  

In September of 2007 he was recognized by the California Fire Chiefs Association as the Fire Chief of the Year.  

On January 2010 James Lee Witt, the former Director of the FEMA and the Co-Chaired of Protecting America.org the nation’s largest coalition of first responders, emergency management experts, businesses and insurers awarded the American Hero Award to Kim in recognition of his significant contributions made to better prepare and protect American families from the devastation of massive natural catastrophes.  

On August of 2010 he was award the IAFC President’s Recognition Award by IAFC President Jeff Johnson “in recognition and honor of his willingness to apply his knowledge and experience to the improvement of the fire and emergency service’s understanding and capabilities in large-scale incident response. His straight forward leadership style, combined with vast field experience and his willingness to share what works with others, makes him a national leader on incident operations and command. He’s a tremendous resource and the voice of reason for many chiefs seeking solutions to both the natural and manmade threats facing our communities today”.  

In October of 2016 he was recognized by the California State Fire Association, CSFA Presidents Hall of Fame Aware honoring him for “For Exceptional Contribution”.

Chief Richard Carrizzo has been in the fire and emergency service for more than 39 years and is currently the Fire Chief for the Southern Platte Fire Protection District (MO). Since his appointment to Fire Chief in 1995, he has successfully managed the transition from an all-volunteer to a combination department, to a fully career department operating out of four stations. Active in local, state and national fire service professional organizations, Chief Carrizzo served as President for the International Association of Fire Chiefs (IAFC) during the 2020-21 term; is Past-President of the Heart of America Metro Fire Chief’s Council; and executive Board member for two regional fire chief associations. Regional collaboration is very important, and he serves on the Mid-America Regional Council’s (MARC) Public Safety Communications Board as one of two metro fire chief representatives coordinating and setting policy for the entire 9-1-1 system in the nine counties and 120 cities within the metropolitan, bi-state region of Kansas City. Since 2002, he has also served as a fire representative on the Regional Homeland Security Coordinating Committee (RHSCC) within MARC and current sits on RHSCC’s Executive Policy Committee to set policy for the operations and future of coordinating body. Chief Carrizzo he holds a Master of Business Administration degree, a Bachelor’s degree in Business Administration, an Associate degree in Applied Science in Fire Science and is a graduate of NFA Executive Fire Officer Program. He is also a graduate of the Executive Leaders Program at the Naval Postgraduate School for Homeland Defense and Security. He also holds the designation of MIFireE.

Chris Stratmann, Deputy Commander, FirstNet Response Operations Group (ROG) provides strategic and tactical support to 3P, planned and emergent events. He manages the development of programs and policies, internal and external relationships, and long-range planning strategy to further the ROG and FirstNet missions.

Col. Stratmann joined AT&T in March 2018 after retiring from the U.S. Air Force and Kansas National Guard in 2017. He joined the ROG team in June 2020. From 2008 until retiring, Chris was the CIO for the Kansas National Guard and responsible for the operation of the statewide network and National Guard deployable communications. He oversaw the state OEC and served as the Emergency Support Function 2 lead for the State Emergency Operations Center.

His department provided training for the Kansas Statewide Interoperable Communications P25 trunked radio system and had responsibility for the system’s deployable assets. Chris was the original FirstNet Single Point of Contact for Kansas in 2012. Until his retirement, he served as a primary member of the Kansas Governor’s team that evaluated and developed state requirements for FirstNet.

Patrick Fale

Deputy Chief, Tualatin Valley Fire & Rescue

Patrick Fale is the Deputy Chief of Strategic Services for Tualatin Valley Fire & Rescue. He holds a director position with the Oregon Fire Chiefs Association and is an executive board member of the FirstNet Health and Wellness Coalition. 

Chief Fale started his fire service career in 1996 as a firefighter intern with Lake Oswego. He received his paramedic certificate in 1998 and was hired by the City of McMinnville as a firefighter/ paramedic. In 2001 Patrick started his service with Tualatin Valley Fire & Rescue. Patrick has held every rank up to his current position of Deputy Chief, where he oversees governmental affairs, community risk reduction, public education, fire & life safety, strategic initiatives, and legislative concepts. Patrick has been afforded many growth opportunities, including leading recruit academies, working on community consolidation initiatives, and being deployed as interim fire chief to Western Washington County.

Chief Fale earned an associate degree in fire Suppression from Portland Community College and a bachelor’s degree in organizational leadership from George Fox University.

Special Agent, Joint Terrorism Task Force / Evidence Response Team, Federal Bureau of Investigation (Retired)

Special Agent (SA) Thomas O’Connor entered on duty with the FBI in 1997.  SA O’Connor was assigned to work in the Washington Field Office on the Joint Terrorism Task Force.  During this time SA O’Connor worked both International and Domestic Terrorism cases.  Prior to entering on duty with the FBI, SA O’Connor was a Police Officer in the Commonwealth of Massachusetts.  SA O’Connor worked for 15 years as a Municipal Officer leaving for the FBI at the rank of Detective Sergeant.  As a Police Officer, SA O’Connor specialized in narcotics and violent gang investigations.

SA O’Connor was the program coordinator for investigations involving criminal activity / violence conducted by rightwing extremists in the Washington Field office area of responsibility.  These investigations include neo-Nazi and other hate based groups and lone actors.  SA O’Connor was Case Agent for both the Pentagon lone offender shooting and the Family Research Council lone offender shooting.

 SA O’Connor was a Team Leader on the Washington Field Office, Evidence Response Team (WFO ERT).  In this capacity, SA O’Connor has led forensic teams to multiple terrorist attacks around the globe.  These deployments include the 1998 Nairobi Embassy bombing,  2 deployments to Kosovo in 1999 for war crimes investigations,  2000 USS Cole attack in Aden Yemen,  SA O’Connor was a coordinator for evidence collection at the 9-11 attack on the US Pentagon,  2002 N17 bombing in Athens Greece, 2006 attack on the US Consulate in Karachi Pakistan, 6 deployments to Iraq and 3 deployments to Afghanistan. SA O’Connor worked at the crime scenes of both the 2018 Tree of life Synagogue shooting and the 2019 Virginia Beach government building shootings.  SA O’Connor specialized in Post Blast Investigation and shooting reconstruction evidence recovery.

In 2005 SA O’Connor was assigned to investigate hostage takings in Iraq Theater of Operations. During this deployment SA O’Connor was involved in the rescue of US Citizen Roy Hallums who had been held by extremists for 311 days.

SA O’Connor has provided instruction on both Domestic and International Terrorism issues across the United States and overseas.  In 2004, SA O’Connor was awarded the Department of Justice “Instructor of the Year” award and was named as an FBI “Master Police Instructor” in 2010.  SA O’Connor was certified as  an Adjunct Faculty member for the FBI Academy.

SA O’Connor is a 2011 graduate of the George C.  Marshall, European Center for Security Studies, Program on Terrorism and Security Studies in Garmisch-Partenkirchen, Germany where he continues to instruct as an adjunct professor.

SA O’Connor served as a member of the FBI Agents Associations (FBIAA) National Executive Board for three years, as the Vice President for seven years and President for 3 years, retiring from the FBI on September 11, 2019.  This date was chosen to honor the FBI Agents who had passed due to the 9-11 attack and the illnesses related to that terrorist attack.

SA O’Connor is currently the Principal Consultant at FedSquared Consulting, providing instruction and consultation on a variety of Counterterrorism topics to both Government and private sector clients.
