Stephen first joined AT&T in May 2017 after a lifelong career in public safety communications where he was involved in public safety Land Mobile Radio (LMR) technologies, operations, spectrum use and regulatory issues. He is considered a Subject Matter Expert on public safety LMR and elements associated with its interaction with LTE based PTT solutions. Stephen has testified in support of public safety communications, interoperability and the Digital Television Transition before the U.S. Congress and the Federal Communications Commission representing national public safety interests on important issues.
Prior to joining AT&T, Stephen has supported public safety communications in dispatch operations, spectrum management, and Project 25 technologies within the State of Missouri and APCO International.
Today, Stephen supports FirstNet by developing market strategies associated with FirstNet operations and technologies in Industry Standards dialogue, technological evolution along with Emergency Management and other issues supporting FirstNet market engagement.
His duties include:
Ensuring that the public safety user base is educated and aware as to the efficiencies, value and new capabilities inherent in the FirstNet technologies, applications and services being developed to support public safety needs.
Promoting internal discussions between public safety jurisdictions and disciplines focused on compatibility and consistent use of new and evolving public safety broadband resources.
